Dersin Amaç ve İçeriği

Course Objectives: The aim of the course is to enable them to gain theory and practice skills on administrative law, administrative law, basic concepts, institutions, services and procedures and their judicial review.
Course Content: The course includes administrative and administrative proceeding law, basic concepts, institutions, services and procedures and their judicial review. Within the framework of the legal bases that constitute the administrative law; the relationship between administrative law, characteristics, system, basic resources, practice areas and other branches of law; administrative jurisdiction, duty area, types of cases, administrative litigation, dispute settlement and legal remedies.

Theoretical - Conceptual
1) Having theoretical knowledge about the concept and definition of administration within the legal system and basic concepts related to administrative law are learned.
2) The general structure of the Turkish administrative organization is informed by structural principles, the integrity of the administration, the law of the administration, and the management structure of the administration from the center.
3) General information about administrative procedures, individual and regulatory administrative procedures, which are types of administrative transactions.
2 - Skills
Cognitive - Practical
1)
2.1) Have information about the public officials who are involved in the activities within the administrative organization. Implementation skills and competence of the Civil Servants Law No. 657 are gained.

3.1) Administrative law defined in the cancellation case, full judicial case, etc. administrative litigation cases and litigation processes. Within the theoretical knowledge gained, the skill of resolving disputes between the administration and the citizen is gained. The general qualifications of the full judicial case and the cancellation case will be acquired in the framework of the Administrative Judgment Procedure Law.

4.1) Supervision of court decisions in the upper court; information on appeals, appeals and appeals. The Council of State and the Regional Administrative Courts shall acquire application skills regarding the application process.

2.1) The concept of public order, basic elements, types of law enforcement, principles used in law enforcement, law enforcement actions, procedures and methods are learned.

Field Specific Competence
1) Concept of public service, elements of public service, basic characteristics, establishment, regulation and removal of public service; information about the types of public service and the procedures of observation. Definition, classification, legal status of public goods; income sources and debts of interest, expropriation, temporary occupation, information about you. The enforcement and competence of the Expropriation Law numbered 2942 is gained. Basic information about the Public Procurement Law No. 4734 is provided.
2) It has information about the application processes, the finalization of the cases, and how the theoretical information is reflected in the application processes in the administrative jurisdiction. According to Law No. 2577, the ability to examine case files is gained.
3) With the decisions given in the cancellation cases, the application processes of the compensation decisions in the full judicial cases, the implementation period of the decisions, personal responsibility, information about you.
